To qualify for this grant, applicants must be a small business or nonprofit organization that:

• Suffered physical damage as a result of the July 2026 floods
• Was operating on or before July 1, 2025
• Business physically located in Kerr County or Comfort, Texas
• Expects to re-open and/or remain open in Kerr County or Comfort Texas for at least 18 months following receipt of funds.
• Neither the business nor its owners have enough cash or other readily available financial resources, such as checking or savings accounts, stocks, certificates of deposit (CDs), or bonds, to reasonably stabilize, continue, or restore business operations without grant assistance.
